CAF RESILIENCE FUND

Applications for this fund closed midday (GMT) on 10 November 2020.

The CAF Resilience Fund exists to help charitable organisations in England that support the people hardest hit by Covid-19. This fund will initially distribute £20 million made up of grants ranging from £10,000 to £100,000 to deliver rapid relief from the impact of Covid-19.

Through hundreds of targeted grants, this fund will support those working with vulnerable and disadvantaged groups such as those living in deprived areas, those supporting Black, Asian and minority ethnic communities and people with disabilities.

Both registered and unregistered charitable organisations, including community interest companies and social enterprises, could apply for the CAF Resilience Fund.

If you have submitted your application you will have received an acknowledgement email confirming submission at the email address you used for your registration. Please check your inbox or junk mail folder for this email.

What happens next?

  • We are currently reviewing the applications, and will notify applicant organisations of the outcome of their submission over the next 6-8 weeks.
  • Please note that we will not be able to provide updates on the progress of your application while we are assessing applications.
  • Most applicants will receive an email notification from us by the end of December – and in many cases this will be sooner.
  • If we are unable to confirm your application outcome by the end of December, we will provide you with an update.
  • If you are awarded a grant, we expect to make your grant payment within four weeks of your confirmation of award.
  • We will set out the timings in our confirmation email, and will let you know once the payment has been made.
  • In some cases we may request further information from you prior to confirming your award. We will contact you via the email address listed on your application, in such cases, so please do check your inbox or junk mail folder for any updates from us.

  • What are the qualifying criteria?

    For a charitable organisation to be eligible to apply they should be able to meet the following criteria:

    • Submit a completed application by no later than midday (GMT) on 10 November 2020

    • Deliver their services in England

    • Be able to demonstrate annual income in last financial year's reported accounts of between £50,000 and £10m

    • The organisation was established on or before 31 August 2019

    • Be focused on the interests and needs of at least one of the designated groups and causes

    • Be able to supply details of a valid UK bank account

    • Be able to spend all the grant funding before 31 March 2021, and supply documentary evidence to demonstrate this expenditure (this could include headed receipts, verifiable banking statements and salary bills) – these costs should relate to the period 1 October 2020 to 30 March 2021.

    For non-regulated charitable organisations there will additional requirements that differ from those for UK registered charities or organisations registered with HMRC as an exempt charity. Find out more about what supporting information you need here.

  • How much can you apply for?
    Organisations in the UK with charitable activities can apply for a grant between £10,000 and £100,000 (up to a maximum of 20% of their last reported income) to support the continuation of services in the current health emergency or your Covid-19 emergency response activities. 

    It is possible that not all grants will be made at the full amount. Please apply for an amount that will make a suitable difference to the size and activities of your organisation.
  • What can you apply for?

    You can apply for targeted funding for core costs, staffing, volunteer costs, supplies and equipment, communications or other critical charitable areas.  You must be able to describe how an emergency grant will improve the situation for your organisation and community.  

    Please make only one application. Multiple applications will slow the process down and only one grant is possible for any organisation.

    Please remember that this is intended as an emergency fund to enable your charitable activities to continue at the moment in whatever way is needed.

  • What we cannot fund

    There are a small number of exclusions to the fund. We will certainly not be able to fund:

    • Organisations that do not meet the eligibility criteria

    • Individuals, or groups of individuals who have come together recently to provide informal support services to their communities

    • Any organisation more than once. Please ensure that only one application is submitted from your organisation.

    Plus, we cannot fund organisations that:

    • Use the funds to make grants or financial donations to other organisations or to individuals

    • Discriminate on the basis of age, race, colour, religion, national origin, gender, sexual orientation, marital status, disability or other unlawful basis

    • Are political parties or campaigns

  • What the grant can be spent on

    The following activities can be funded where they are essential for delivering relevant services:

    • Staff salaries

    • Project running costs

    • Running costs/overheads

    • Goods and equipment which would not be capitalised (e.g. to develop enhanced physical environment and continue to deliver services)

    • Organisational development

    The following can't be funded:

    • Activities that make profits for private gain

    • Campaigning activities (this fund is to support the delivery of direct services for vulnerable people)

    • Religious activities (we can fund religious organisations if their project benefits the wider community and doesn’t include religious content)

    • Political or lobbying activities

    • Loan repayments

    • Debt repayments to HMRC or other crown debts

  • How will we prioritise grants?

    We anticipate that there will be a high level of requests for support. However, we are going to have to prioritise grants, and we expect to focus on:

    • Charities and other organisations whose established charitable activities have been severely reduced or are at risk of being severely reduced to the detriment of vulnerable or disadvantaged groups

    • Organisations that are having to deliver core services in fundamentally different or unusual ways in order to respond to the crisis and still reach their beneficiaries within vulnerable or disadvantaged groups

    • Organisations that are deeply embedded  with communities and have established networks to deliver their charitable activities

  • How will we make decisions?

    The information you provide will be used by us to confirm that your organisation is eligible for funding, that your activities are charitable and suitable for the CAF Resilience Fund. We will carefully but swiftly review the answers in your application form, check your website/social media links and publicly available records.  DCMS will also carry out due diligence checks as part of the decision making process.

    Unfortunately, we anticipate that there will be a large number of eligible organisations which we cannot fund. There are a number of other Covid-19 response funds being established throughout the UK for various purposes, and we will endeavour to signpost to other funds where possible.

  • Timescales

    We recognise the urgent need for funding and we will be prioritising assessments and decision-making over the next two months.

    All applicants will receive an acknowledgment of submission of their application form. This will be received shortly after you submit your request online.

    All applicants will subsequently receive a notification of the outcome of their application. We aim for most grantees to be notified by the end of December. Where this is not possible, we will write to inform you.

    If your organisation is not a registered charity, it is possible that we will need to make further checks on your organisation, and if so, it may take slightly longer.

    Please note that grantees will be able to use the grant to support expenditure within the period 1st October 2020 to 31st March 2021, regardless of when they receive confirmation of a grant award.

  • If you're not based in England
    If you're not based in England and do not deliver any services in England, you cannot apply for this grant. Please instead see the respective responses from the remainder of the UK:

  • I’ve received a message that reads "...does not align with the criteria for the CAF Resilience Fund"
    Please review the answers that you have given in the eligibility questionnaire; it may be that you answered a question incorrectly. If you think that you may have made a mistake in your initial answers, you can review the criteria and re-start the eligibility questions by clicking here.   • We have previously received funding from other programmes, can we still apply to this fund?

    You are eligible to apply if you have previously applied for and/or received other grants, including emergency funds, however you cannot use this grant to cover the same anticipated costs, as there must be no double-funding.

    However, if your organisation has already applied to the CAF Resilience Fund, you will not be able to submit a subsequent application – we can only accept one request per organisation.
  • Our organisation was established prior to 31.08.2019, however we have only been a registered charity for the past 6 months, can we still apply?
    Yes you can still apply, as your organisation was established before 31.08.2019.

This funding has been jointly provided by the Department for Digital, Culture, Media and Sport (DCMS) Community Match Challenge funding scheme as part of the Government's £750 million coronavirus support package for charities along with matched funding by the Covid-19 Support Fund created by the insurance and long-term savings industry.
