The Social Impact Investment Advisory Group has published recommendations after working with experts across the country on how government can better partner with the UK’s growing impact economy. The independent Advisory Group was set up by HM Treasury and the Department for Culture, Media and Sport in January 2025 to advise on effective ways for government to mobilise impact capital for public good.
The UK’s impact economy brings together impact investors, philanthropists and responsible businesses to deliver positive social and environmental outcomes, and stewards £106 billion in assets.
The advisory group argue that billions worth of extra funding could be unlocked and mobilised more efficiently if the Government takes forward its recommendations. These include bringing together public, private and philanthropic capital to deliver practical and innovative solutions, establishing an Office for the Impact Economy, and targeted reforms to unlock more capital for positive impact.
Charities Aid Foundation’s Chief Executive, Neil Heslop OBE, who has been an adviser on the group, commented on the report’s publication:
“Charities are crucial to local communities and social cohesion, but systemic challenges inhibit the potential to maximise the economic and social benefits their work delivers for us all. Now is a critical time to supercharge giving by implementing these recommendations to help charities support the people and places that need it most. An Office for the Impact Economy at the heart of government, alongside equipping wealth advisers with philanthropy knowledge, modernising Gift Aid and supporting community investment from British businesses, would represent a new approach to a truly cross-sector partnership.
“Philanthropy can also act as a first funder for ground-breaking initiatives and encourage innovation. Genuine and long-term partnership between the impact economy and government can multiply impact throughout the country.”
