In April, the Government published its long-awaited plan to drive local giving in England. Called ‘Our Place to Give’, it outlines ways to encourage philanthropists to give more locally, particularly in deprived areas.
Here at CAF, we have long been calling for the Government to launch a strategy to boost giving, and around two years ago we, along with the Beacon Collaborative (now part of NPC) , worked with the sector to develop a proposed National Strategy for Philanthropy and Charitable Giving, which we wrote about in a previous blog.
The Government’s new plan is an important step in the right direction — in the face of declining donations across the country, as well as uneven levels of generosity, a strategic approach to place-based giving is welcome.
So what does the Government’s plan include? It organises its plan under three pillars focusing on connecting philanthropy with place; establishing better partnerships; and unlocking further philanthropic investment.
The first of these, ‘connecting philanthropy with place’, announces that the Government will deliver a ‘community of practice’ to connect and share best practice across place-based giving initiatives, backed by £1million of government funding over three years. The Government has also pledged to take a ‘think philanthropy’ approach to government place-based funding programmes, with the aim of philanthropy being treated as a strategic partner.
The second pillar, ‘establishing better partnerships’, will convene new place-based philanthropy ambassadors from each region of England with the aim of brokering new links with, alongside informing and educating, the Government. It will also include developing a shared approach across government to partnering with philanthropists.
The third and final pillar, ‘unlocking further philanthropic investment’ looks at ways to motivate a celebratory culture of giving, including a new toolkit for MPs, developed by NPC, to help them drive local philanthropy.
And, crucially, this pillar acknowledges the importance of wealth advice in increasing philanthropic giving, something CAF has long been highlighting along with the wider sector. While it rules out the sector’s ask for the FCA to lead this work, it does commit to setting up a new DCMS and Office for the Impact Economy Joint Working Group to explore how to expand access to philanthropic advice in the wealth advice sector.
We were also pleased to see local capacity building mentioned in the plan – strengthening local philanthropic infrastructure is crucial if this agenda is going to stick for the long term. Whilst we would have welcomed bolder measures here, its inclusion is important and must be the starting point to strengthen and grow this crucial layer of the giving ecosystem going forward.
We look forward to seeing how the Government implements this plan – in the meantime we will continue to share our insights with policymakers and advocate for policies we believe will drive a new culture of giving.
