THE COMMUNITY LAND TRUST FUND

The Community Land Trust (CLT) Fund provides finance to support community housing schemes in the UK. 

We offer pre-planning and development finance from £20,000 to £400,000 to CLTs that are:

  • incorporated in England or Wales
  • working on a scheme where at least 50% of the homes being constructed are affordable
  • meet the requirements of being a Community Land Trust

When applying for pre-planning finance, you may be eligible for a grant from Power to Change, as part of our blended finance offer.  The grant could make up between 20 and 50 percent of the total initial ask for a pre-development loan.

HOW DOES IT WORK?

Pre-planning stage

  • For CLTs which have identified a scheme but need financial help to get planning, social investment can pay for commissioning much needed professional support and/or to recruit paid staff to speed up the process of securing planning permission
  • Loans up to £100,000 depending on number of homes and level of risk
  • In partnership with Power to Change, we are able to offer part-grant/part-loan of up to 50% of the total social investment for CLTs in England (excluding London)
  • One-off legal fee of £750
  • Interest rate discussed on application
  • If planning permission is refused we may write-off the loan

 Development stage

  • For schemes which have planning permission and are ready to build homes
  • Loans from £200,000 to £400,000
  • The loan takes second-charge which enables the leveraging of the secured finance (eg from a bank)
  • Typically 7.5% annual interest
  • £750 legal fee and 1% commitment fee
In certain circumstances, we may need to offer you a different interest rate.
