The CLT Fund provides two distinct types of financing to support community housing schemes in the UK. We provide pre-planning finance from £20,000 to over £60,000 and development finance from £200,000 to over £400,000 that can be used for:

Pre-planning finance - Unsecured loans from £20,000 to over £60,000 (the final amount offered is dependent on the risk of the scheme and the number of affordable homes being constructed). The loan has an annual interest rate of 10% payable when capital is repaid.  If planning permission for the scheme is refused, we may write off the loan.

Development financing - Loan financing from £200,000 to over £400,000 to finance construction costs of affordable homes. The loan takes second-charge which enables the leveraging of the secured finance (eg from a bank). The loan has an interest rate of 7.5%.

The Community Land Trust (CLT) Fund supports organisations that are:

  • incorporated in England or Wales
  • working on a scheme where at least 50% of the homes being constructed are affordable
  • meet the requirements of being a Community Land Trust:
    1. asset lock to ensure homes remain affordable in perpetuity
    2. open membership system
    3. clear objective of buidling affordable housing set out within governing documents

Example loan calculation (Pre-planning)

For a £50,000 pre-planning loan a CLT would pay back £50,000 plus the following amount of interest depending on how long the loan has been outstanding:

Example of loan calculation (Development)

If you were to borrow £200,000 at 7.5% interest, you would typically repay interest and capital on completion of the homes. In this case you would pay £15,000 per year for interest.

Pre-planning stage

  • For CLTs which have identified a scheme but need financial help to get to planning. Our financing can go towards a variety of things such as survey costs, site investigations and planning fees.
  • One-off legal fee £750
  • The loan has an annual interest rate of 10% payable when capital is repaid.  If planning permission for the scheme is refused we may write off the loan.

Development stage

  • For schemes which have planning permission and are ready to build homes
  • Typically 7.5% annual interest
  • £750 legal fee and 1% commitment fee
