Local giving: bringing community insight into Parliament

Charitable giving often starts close to home. It might be a community fundraiser for a local charity providing vital support, or a donor who wants to make a difference where they live. But increasingly, local giving is becoming part of a much bigger conversation.

At the Charities Aid Foundation (CAF), our research helps build a detailed picture of how generosity works across the UK. We have seen that local giving does not just support good causes – it helps strengthen communities, build civic pride and encourage people to become more engaged in the places they call home.

That is why we recently took the conversation about local giving to Parliament.

Local giving in the heart of Westminster

In June 2026, CAF held its second annual parliamentary drop-in event at Portcullis House.

The event was attended by 16 MPs and parliamentary staff from across the political spectrum, who were briefed on constituency-level data from CAF's UK Local Giving report, helping them better understand patterns of generosity, community connection and charitable engagement in the places they represent.

Through the session we highlighted ways that MPs can support giving locally – from engaging with community foundations and place-based giving initiatives, to convening local philanthropists and championing the positive impact of charities in their communities.

CAF's local giving research

CAF's research helps build a detailed picture of charitable giving in the UK.

While the wider environment for giving remains challenging, with fewer people donating than a decade ago and total donations falling in recent years, our local giving research shows what can encourage people to give.

The UK Local Giving Report reveals that generosity varies significantly across the country, and that the communities who give the most generously are not always the wealthiest.

Where people feel a stronger sense of local pride, they are more likely to be generous and engaged. People who see charities having a positive impact in their local area are twice as likely to donate locally and three times as likely to volunteer.

These findings matter because they show that local giving shaped by more than income. For charities, they point to the importance of visibility, trust and local connection. For donors and businesses, they can help identify opportunities to support communities in ways that strengthen both local pride and long-term impact. 

Turning evidence into influence

By taking local giving data directly to MPs, CAF is helping legislators better understand both the opportunities and challenges facing charitable giving in their constituencies.

We also shared recommendations for how the Government can strengthen local philanthropy. These include investing in place-based giving infrastructure, using match funding to unlock additional donations and supporting the local civil society organisations that help communities thrive.

These are practical steps that can help create stronger and more sustainable local giving ecosystems across the UK, renewing our culture of generosity and enabling charities to thrive.

Looking ahead

CAF will continue to combine robust research with strong policy advocacy ensuring that the voices of charities, donors and communities are heard in Westminster and beyond.

Our recent parliamentary event was an encouraging reminder that there is growing appetite among policymakers to understand how giving happens at a local level and what can be done to encourage it.

As interest in place-based giving continues to grow, we will keep bringing evidence, insight and experience to the table – helping ensure that local generosity receives the recognition and support it deserves.
